Jelynne LeBlanc-Burley is the Executive Vice President & Chief Delivery Officer of CPS Energy, the nation’s largest municipally owned energy company providing both natural gas and electric service to the San Antonio area. Jelynne oversees and provides strategic direction for electric and gas delivery, customer service, and our interface with Joint Base San Antonio.
Burley joined CPS in 2008 as Senior Vice President & Chief Administrative Officer, and was subsequently named Acting General Manager 2009. During her tenure as AGM, Burley has helped ensure the utility company’s future viability, prosperity and long-term success in terms of financial strength, environmental stewardship and community support by helping to establish strategic partnerships and alliances. A few of her achievements include helping to set the organization’s new strategic direction, re-establishing a stable outlook from the bond rating agencies, strengthening public trust in the utility, and obtaining unanimous approval for a new rate structure in 2010. In 2010 she was promoted to Executive Vice President & Chief Administrative Officer and Chief Delivery Officer in 2013.
Prior to joining CPS, Burley spent 24 years in various leadership positions with the City of San Antonio, which is the 7th largest city in the U.S. She spent 15 years serving as Assistant City Manager and 2 years as Deputy City Manager where she directed Planning & Development functions including Public Works, Development Services, International Affairs, Economic Development, Information Services and Housing and Neighborhood Services. From 1990-2001, Ms. Burley held positions of increasing responsibilities such as the city’s Director of Facilities Planning and Construction, delivered over $500 million in Capital Projects including the Alamodome, Henry B. Gonzalez Convention Center, and numerous street and drainage projects.
Burley’s professional and civic affiliations include National Forum for Black Public Administrators’ Board of Directors and 2nd Vice President; San Antonio for Growth on the Eastside (SAGE), Chairperson, Board of Directors; NuStar GP Holdings Inc., Board of Directors; CHRISTUS Santa Rosa Health System, Board of Directors; Girl Scouts of Southwest Texas, Board of Directors; Our Lady of the Lake University, Board of Trustees; Western Governor’s University of Texas (WGU), State Advisory Board; Alamo Colleges Advisory Council; American Gas Association, Policy Committee Member; Texas Public Power Association (TPPA); American Public Power Association (APPA); Carver Community Cultural Center Development Board, Past Chairman. Life Member of Alpha Kappa Alpha Sorority, Inc. and Southern University, Alumni Federation. Ms. Burley is a member of Links, Inc., and Texas Women’s Forum.
In 1999, Burley was honored as a 40 under 40 Rising Star by the San Antonio Business Journal and awarded the 2002 Women’s Leadership Award for Public Service also from the San Antonio Business Journal. In 2003, she was recognized as an outstanding Texan by the Texas Legislative Black Caucus and was inducted in the San Antonio Women’s Hall of Fame. In 2006, the Distinguished Citizen Award by Kappa Alpha Psi Fraternity Southwestern Province, and the Community Legend Award by the San Antonio Chapter of National Coalition of 100 Black Women were added to her honors. In 2008, La Prensa Foundation honored Ms. Burley as an Outstanding Woman in Action. In 2013, Girl Scouts of Southwest Texas honored Ms. Burley as a Girl Scout Great and the Texas Diversity Council recognized Jelynne as one of Texas’ Most Powerful and Influential Women.
Burley, a Louisiana native, earned a Bachelor of Arts degree in Political Science from Southern University and a Master of Arts degree in Urban Studies from Trinity University and is a Certified Construction Executive from Texas A & M University.
